Joseph T. Broghamer

Joe Broghamer is Director of Authentication Technologies and Senior Security Architect for the Department of Homeland Security’s (DHS) Identification and Credentialing programs. In this capacity, he is responsible for establishing a common security model across the newly formed Federal department. His primary efforts involve the establishment of a standards-based, vendor neutral Public Key Infrastructure implemented on a multi-purpose cryptographic smart card. While his initial efforts focus on common credentials for DHS’s 200,000 employees, he assists the Transportation Security Administration (TSA) in the development of the Transportation Workers Identification Card (TWIC), with a projected issuance of 14 million biometric authenticated smart cards.

Prior to his current assignment, Broghamer served as lead for Information Assurance (IA) and as the principal technical advisor to the Chief Information Officer (CIO) for the Department of the Navy on issues of information system protection, data integrity, and enabling technologies in support of electronic commerce. He was instrumental in establishing the Navy as the lead service for large-scale implementation of cryptographic smart cards and PKI.

Broghamer taught graduate level courses in Computer Science for the overseas programs of Boston College, University of Maryland and City Colleges of Chicago. He holds a Bachelors degree from King’s College in Industrial Relations, a Masters Degree from the College of William and Mary in computer-aided instruction, and is working on his PhD in computer security from the Department of Electrical Engineering and Computer Science, George Washington University.
