James Hesse
Chief Intelligence Officer
U.S. Department of Homeland Security (DHS), Forensic Document Labratory (FDL)
James Hesse has been with the federal government for thirty-two years and has held positions as an Immigration Inspector, supervisory Immigration Inspector, and Assistant Port Director and is presently the Chief Intelligence Officer at DHS’s Forensic Document Laboratory (FDL). Hesse has been a member of the Council of Europe’s Identity Documents. He also has participated in the development of an international database of document images (EDISON) and in formulating an international annual conference of document experts, the International Immigration Fraud Conference (IFC). Mr. Hesse has developed document detection training courses for the Federal Law Enforcement Training Academies in Glynco, GA, Artesia, NM and Budapest, Hungary. He also created document training programs for the International Aviation Transportation Association (IATA).
