Jim Lewis
Senior Fellow and Director, Technology Policy
Center for Strategic and International Studies

James Andrew Lewis is a Senior Fellow and Director of the Technology and Public Policy program at the Center for Strategic and International Studies. Before coming to CSIS, Lewis worked on national security and technology-related issues at the Departments of State and Commerce. Lewis’s diplomatic experience includes Asian basing negotiations, the Cambodia Peace Process, the Five Power Talks on Arms Transfer Restraint, and various bilateral agreements on security and technology. Lewis led the U.S. delegation to the Wassenaar Arrangement Experts Group for advanced civil and military technology. He was assigned as a political advisor to the U.S. Central Command for Operation Desert Shield, the U.S. Southern Command for Operation Just Cause, and to the Central American Task Force.

Lewis has authored numerous reports, including “Strengthening Law Enforcement Capabilities for Counter-Terrorism” (December 2001); "Assessing the Risk of Cyber Terrorism, Cyber War and Other Cyber Threats,” (December 2002) and “Critical Infrastructure Protection – With All Deliberate Speed” (December 2003). Forthcoming works include “Aux Armes, Citoyens: Cyber Security and Regulation in the United States.” His current research involves digital identity; innovation and national security; military space activities; and China’s information technology industry. He received his Ph.D. from the University of Chicago in 1984.
