J. Clark Kelso

Clark Kelso is a Professor of Law and Director of the Capital Center for Government Law and Policy at the University of the Pacific’s McGeorge School of Law in Sacramento, California. As Director of the Capital Center, Professor Kelso has worked closely with the leadership in the California Senate and Assembly and within the Judicial and Executive Branches on constitutional amendments, legislation, and rules of court to improve and reform the California Judiciary and the administration of justice.
Professor Kelso’s work with the California Judicial Council has included service as consultant and reporter for the Blue Ribbon Commission on Jury System Improvement, the Business Courts Study Task Force, the Select Coordination Implementation Committee, and the Court Technology Task Force. Most recently, he has been appointed to serve as Reporter to the Council’s Appellate Process Task Force and as a member of the Task Force on Complex Litigation.
Because of his reputation for integrity and independence, Professor Kelso was selected by Attorney General Bill Lockyer and Governor Gray Davis to take over, on an interim basis, the California Department of Insurance in the wake of the resignation of former Insurance Commissioner Chuck Quackenbush. Professor Kelso’s quick actions to restore order to the Department of Insurance during his three-month tenure, received praise from all quarters. His efforts were described by members of the Assembly Insurance Committee as heroic.
After leaving the Department of Insurance, Professor Kelso was selected by Governor Gray Davis as the Governor’s designee to Chair the California Earthquake Authority. The California Earthquake Authority is the leading provider of residential earthquake insurance in California with over 700,000 policyholders and approximately $7.5 billion in claims-paying capacity.
His successes as interim Insurance Commissioner and as the Governor’s designee led Governor Gray Davis to appoint Professor Kelso as Chief Deputy and Interim Director at the Department of Information Technology following the resignation of the Department’s Director. Professor Kelso served until the Department closed pursuant to a statutory sunset provision. The Governor praised his efforts as “a thoughtful and seasoned administrator” who has “a proven record of integrity and leadership.”
Recognizing California’s continuing need to manage the State’s information technology resources, Governor Gray Davis chose Professor Kelso to be his Special Advisor on Information Technology and the Chief Information Officer for the State. Presently serving in these two positions, Professor Kelso leads the State in information technology policy and is responsible for advising the Governor on oversight, procurement, management and operations of the State’s information technology systems.
A graduate of the Columbia University School of Law, Professor Kelso clerked for the Honorable Anthony M. Kennedy on the United States Court of Appeal for the Ninth Circuit.
