Dr. D. Akira Robinson
Computer Scientist
Department of the Navy

Dr. D. Akira Robinson is a Computer Scientist with the Department of the Navy, SPAWAR Systems Center, San Diego. Dr. Robinson has served the NMCI project since December 2000 as a Lead Engineer in Jacksonville, FL & as the Configuration Director based in San Diego, CA. Dr. Robinson has led the charge bringing Process Standards (i.e. ITIL, CMM, ISO) to the Project NMCI. He drafted the Change Management Concept of Operations (CONOPS) in collaboration with EDS ITIL experts from GM. This document provided the foundation for the NMCI Enterprise Change Control Board (ECCB). Dr. Robinson has served on the ECCB as Co-Chair for the last three years to assure that all changes to the NMCI Baseline meet all prescribed processes, procedures & documentation. Dr. Robinson has also served on several Enterprise-level process examinations & evaluations (i.e. NDOT, TECHEVAL), introducing ITIL-based Gap Analysis & authoring a Current State Analysis (CSA) for all IT Service Management (ITSM) Enterprise Operational Processes (EOP). Recently Dr. Robinson stood-up the Enterprise File Share Compliance Board (EFSCB) & is serving as its Co-Chair. The EFSCB, modeled on the ECCB, will govern each Navy Command's File Share Plans, Processes & Policies. Dr. Robinson is now focusing his efforts on assisting the development of the NMCI Technical Roadmap.
