David Hinley
Independent Consultant David S. Hinley is an independent consultant who has been engaged primarily on strategic assignments, and research & development on behalf of the UK Office of Government Commerce (OGC), since 1997. During this period, he has had extensive involvement in the development of ITIL, and other products and services on behalf of OGC. David has also been engaged on a number of internal and external assignments for PinkRoccade, EDS, and ICL/KnowledgePool. Assignments have included assessments and process improvement programmes in the areas of service management, knowledge management, and applications management. David was previously employed (1978-89) by Rolls-Royce plc in both the business and IS/IT areas; he has also worked for McDonnell Douglas in Quality Assurance.
