Jacqueline C. Charlesworth is Senior Vice President and General Counsel of The Harry Fox Agency, Inc. (HFA), the premier licensing agency representing music publishers in the United States, with over 27,000 publisher clients. As general counsel of HFA, Charlesworth oversees all legal aspects of HFA, from licensing policy to royalty compliance matters to anti-piracy activities. This includes the creation and negotiation of new digital licensing programs for online music services and ringtone companies, which break new ground for the over 75-year-old company.

Prior to assuming her position with HFA in late 2001, Charlesworth was an associate in the Litigation Department of Paul, Weiss, Rifkind, Wharton & Garrison, primary outside counsel to HFA. During her tenure at Paul, Weiss, Charlesworth represented HFA and its related trade association, the National Music Publishers' Association, with respect to various litigation and licensing matters. There, Charlesworth was instrumental in negotiating and finalizing the landmark October 5, 2001 agreement with the RIAA that allowed for the licensing of music to online subscription services to offer on-demand streams and limited downloads.

Charlesworth holds a law degree from Yale Law School and is a graduate of Brown University. She clerked for federal judges in the Southern District of New York and the Ninth Circuit Court of Appeals before entering private practice.
