Jim is a recognized national Homeland Security expert. He has spent 21 years at the National Fire Protection Association helping the international fire protection community solve problems, formulate standards and harness emerging technology. In 1992, he was appointed as the Massachusetts State Fire Marshal. Jim also was the Director of Public Safety Services for U.S. Wireless, a company that developed wireless geolocation technology for ITS/telematics and wireless 911 callers. His background in codes and the regulatory process, advanced wireless applications, telematics, law enforcement, fire protection, industrial security, ergonomics, behavioral science, emergency management and telecommunications has placed him in roles of public policy and rulemaking as well as leadership in deploying technology for improved workflow, productivity and public safety. Jim is also an adjunct instructor in Texas A&M's WMD/Terrorism Preparedness
Program. He holds an MA in Education/Behavioral Science from the University of Michigan and a BA in Psychology from Lawrence University.
